China imposes anti-dumping duties on imports of halogenated butyl rubber originating in Japan, Canada

BEIJING, March 13 (Xinhua) -- China will impose anti-dumping duties on imports of halogenated butyl rubber originating in Japan and Canada after a final ruling found that the products were dumped, causing material injury to the domestic industry, the Ministry of Commerce said on Friday.

The anti-dumping measures will take effect on March 14, 2026, and remain in place for five years, according to a statement released by the ministry.

The anti-dumping duty rate for Japan Butyl Co., Ltd. will be 15 percent, while other Japanese companies will be subject to a rate of 30.1 percent. ARLANXEO Canada Inc. and other Canadian companies will face a rate of 13.8 percent, according to the statement.

China launched an anti-dumping investigation in September 2024 into imports of halogenated butyl rubber originating in Japan, Canada and India.

In a preliminary ruling announced in August 2025, imports of halogenated butyl rubber from Japan and Canada were found to involve dumping that caused material injury to China's domestic halogenated butyl rubber industry, with a causal link established between the dumping and the injury, while the investigation into imports from India was terminated.

Halogenated butyl rubber is mainly used in the airtight layers of tubeless tires, heat-resistant inner tubes, heat-resistant hoses and conveyor belts, as well as in pharmaceutical bottle stoppers, shock-absorbing pads, adhesives and sealing materials. ■
